Are there GOSTs for websites?

Good evening gentlemen! The following question arose: are there any GOSTs for website development (google did not help), or perhaps one of you once stumbled upon any documentation on website development?

Does not exist, since the abbreviation itself stands for State Standard, but, roughly speaking, what does the state have to do with the Internet? We have our own layout standards, etc.)

I am working on the school website, about a year ago I received requirements for structuring the menu. I had to take a long time, because before that I threw all the information where I had to (or where they said that it was the same thing).
So for the sites of municipal services and state. there are requirements bodies. Sites of commercial organizations are made according to the requirements of the customer. And you just take your sites and do as you please.

I found such a thing (after all, I googled it) "On the Requirements for Technological, Software and Linguistic Means for Ensuring the Use of Official Websites of Federal Executive Authorities (with changes as of December 14, 2012)" docs.cntd.ru/document/902189696 i.e. at least there are official requirements ..) But this is about fed. organs ... I wonder how with the rest?)

If the site is for government agencies and state employees, then 8-FZ, if for the MFC - then the brand book is "My Documents".
Plus the above requirements for vision and automated systems.
