Are there GIF format settings that are guaranteed to allow you to open the animation in any browser, on any of its versions and device configurations?

Very often I hear reviews about a gif on a toaster, and not very flattering, not in favor of the gif itself, that they say it opens differently in different browsers, then the animation will work and not loop, then there are some other problems. The question has arisen whether theoretically there can be some universal settings, for example, limits on frames per second, dimensions, etc. not exceeding which the format is guaranteed to open in the engines of all browsers of any version?
