Are there (free) video hosting systems for use within a corporate network?

For corporate needs, you need to create something like a small local YouTube
From the requirements: web interface, automatic transcoding from different formats, authorization, playlists, tags / categories, mp4 (x264)
Has anyone used something ready? Or paid solutions that you can host yourself at worst?
