Are there free personnel testing systems?

Good afternoon.
There was a need to conduct testing of personnel.
Basic Wishlist:
1. Access to testing through a browser.
2. Hosting a web service on your own servers; you cannot transfer data to third-party resources.
3. Loading users from Active Directory. Creation of user groups.
4. Support for multiple tests in the database. One group of users assigned one test, the second group another, the third group all 5 tests.
5. Reporting system, at least the simplest one.
6. If possible, a free solution.
Has anyone used something similar?
