Are there free ISO standards somewhere?

Interested, in particular, in the ISO 8044 standard.

PS Is it generally a normal practice that standards are available mainly for money?

ISO they are all paid. But the GOST ISO corresponding to them, it seems, with a strong desire, can be found - of course, only for the standards adopted in the Russian Federation.
PS: As you can see, yes. No one has ever complained much about their paid ...

Funding for ISO comes from members of the organization (70%) and proceeds from the sale of standards and other publications (30%) + voluntary contributions from about 30,000 experts (their contributions have not yet been evaluated). So, apparently, members are stingy to pay extra 30%. ( source )
On the other hand, the W3C standards are free, because the members of this consortium consistently pay money and do not skimp. The W3C does not have certification programs, and organizations using their standards may only partially follow the recommendations. That's why today we have such disunity in the interpretation of HTML by browsers and other things related to the web. On the other hand, it is the lack of certification programs against the consortium's recommendations that has made their standards so popular. ( source)

Heh. Found one of these days one pdf-ku of the standard through Google. It lay badly on the website of some university ...
The effect of the find, however, was leveled by the presence of the corresponding GOST ISO.
