Why can't I make a bootable flash drive using ultraiso?

There is a DVD with the installation of windows xp and a bunch of programs. Moreover, if it is loaded from this DVD, then at the beginning a menu appears with a choice of actions (install windows, run acronis, other programs ... boot from a live cd)
I made an iso image of this DVD and try to burn it to a USB flash drive according to this instruction using ultraiso: ultraiso-club.ru/bootable-usb-drive.html
But when I try to boot from this flash drive, it says "ntdetect failed". What am I doing wrong? How to make a bootable USB flash drive - an analogue of this DVD?
