I am a beginner in programming and only recently began to discover the wondrous world of coding..

In connection with official activities, I often have to analyze multi-page responses from banks, mobile operators, providers, and so on..
I decided to create my first project that will facilitate the work of me and my colleagues - a program for automated analysis of these documents.
For a complete analysis, it is necessary to obtain information about the ownership of a subscriber number or ip-address. I looked at several API resources that provide the necessary information, but only 10-20 pieces per day from one ip-address. This volume is not enough for me.

Hence the question - are there any free API services or maybe somewhere you can download a database with this information and get information from them offline ??
