Are there any uefi bootloaders that have the config in the same folder as the uefi file?

Good day!
Is there such a loader in the world that would load its config from the same folder as .efi? That is, for the loader to load the config from its folder, and then the OS, which is registered in the config. I have a systemd-boot that only loads .efi, so I need a "explorer" so to speak, which will start systemd-boot and then start the OS. Unfortunately, apart from systemd-boot, nothing suits me.
The hornbeam does not fit, it loads from the folder registered in it
