Are there any solutions for dividing a server into "parts"?

OS is not important (basic experience with centos and ubuntu).
I want to be able to quickly "collapse" and "expand" projects on the server.
For example, in one "sector" I have a web part working (for example, the server control panel is deployed and sites are spinning on it), and in the other, some application is being developed that can, if desired, be completely "cut" from the server without any problems without convulsive running and overwriting unnecessary packages .
You can use virtual machines on which to deploy an OS for each task and configure everything, but it seems to me that this is not the best idea.
I heard about docker but I can't really make out what exactly it is.
Tell me which way to dig?

dig towards the docker and deal with it. or virtual machines, if you agree to tolerate overhead.
IMHO, it's worth mastering the docker.

On Windows, you can use a spoon or other portableizer. It works, however, not with all services, but with the majority.
I am sure that there are analogues on nix/nux/bsd as well.
However virtualki - I believe, the most convenient. But the advantage of Docker is that this skill is in demand by the market.
