At one time I was interested in this topic. I have not found the site engine, but there is a huge selection of Wordpress plugins for booking seats and invitations.

Such a site can be made on almost any engine, it's a regular bulletin board.
You can do it in Joomla or Drupal for example. They are free!
I usually do it on paid engines, such as Bitrix.
And if you need something completely specialized, then I think there is no such thing - correct me if I'm wrong. There are specialized engines for online stores, and such a site as timepad.ru is not difficult to make.
