Are there any programs or ways to create html5 animations instead of gif?

There are gifs showing the interface of the personal account. They weigh a lot, and the higher the quality or length, the heavier the gifs.
Since the interface of the site is recorded, I think that instead of gifs, you can make animation on html + js.
Are there any programs that can convert the site and actions with it into html5 animation? Or maybe scripts that can do it, or some other ways?
