Are there any payment aggregators that support outgoing payments?

There was a task to connect a payment aggregator to the project being developed, which allows not only to accept payments to the seller's account, but also to transfer money from this account to buyers "back".
The essence of the project is simple - a small browser (and, in the future, mobile) game with the ability to buy game currency for real money and, if the user needs it, sell it for the same real money.
Please do not discuss the "profitability" of the project, but suggest whether there are payment aggregators that allow not only to accept payments from customers to the seller's account (Visa, MasterCard, Yandex.Money and WebMoney - a gentleman's set of payment systems), but also "return" or simply transfer money from the seller's account to the specified buyer's account (preferably also with a choice of payment systems).
So far, I'm leaning towards LiqPay, because from what I have seen, this is so far the only aggregator that has a mention of "return" in the technical documentation .
Are there any ready-made solutions, or will you have to write your own bike to withdraw money from the seller's wallet?
