Specifically on the web - did not hear.
But you can get a grant from some small business support fund, in many regions there is such a thing. Also, in some areas, eg. in Rostovskaya, subsidies are provided for beginners of the PPP and I know cases when money was allocated to real people (projects, however, ended up failing, but still).
Social orientation is welcome everywhere. This is how grants are given. It is worth counting on 200-300 thousand.

Money should be sought not in funds, but in non-profit organizations, they are usually transferred money. And the names of programs (not computer ones) are usually already registered.
And grants are usually not given like this for an idea, but only for a finished prototype.
Business incubators (technoparks) also sometimes allocate money, but usually they allocate a preferential office or production space for this.
So don't expect big freebies.
