Are there any good universities in the direction of information security in Russia?

I would really like to enter the university after the 11th grade in the direction of 'information security', because I really liked this direction, but very often I hear that there are no normal universities in Russia, everywhere they study either something old or completely unnecessary, I understand that self-education will come first, but I want the university to have not only a diploma, but also knowledge. I can’t go abroad to study, because in English I have a small vocabulary and problems with the conversational part, it seems impossible for me to improve in such a short time.

There is nothing to do without English in safety
In the Russian Federation / CIS there are no particularly good universities and it is useless to count on it.
Let me explain - during the time that you spend at the university, many things will simply become outdated. Study on your own, take only foreign courses, practice a lot and, preferably, an intern in a large organization

If the goal is to work in government agencies, then you can’t do without a diploma. In this case, I think it will not make much difference which university to enter.
If the goal is to earn money in the first place, then in no case do not go to university. No matter where - in Russia or in the West. Let me explain using my personal experience as an example.
I have been living in Germany since 1994. He studied at the best at that time German electrical engineering faculty (FH München, Elektrotechnik - Erneuerbare Energien) as well as in the humanitarian direction (Uni Gießen, Bewegung und Gesundheit). Didn't finish both universities. Despite the fact that he graduated from the entrant with the best and at the same time received an electrical engineering profession with a focus on wind farms and solar panels, which he also finished with the best. I didn’t finish the universities because they teach there almost the same nonsense, stupidly cramming which I never found motivation. And this does not even apply to information technology where, what you will learn in the first year in 3 years will already be waste paper. That is, universities will never be able to properly prepare you for reality after university. They are preparing stupid bio-robots by order of government agencies and corporations. Since corporations and government agencies are very bureaucratic, they will always require different kinds of pieces of paper to get into the position you want. And it will not always be important at the same time how cool you are and how well you fit into their structures.
But to earn money, working for corporations and government agencies is not the most reasonable option. Since you will receive from your work only a small part of the expected benefits and will be for the most part a stupid slave. Unfortunately, I realized this late and had to waste years on formal education and trying to go to success in the standard way. But the most important factor is that you will always learn what others tell you and not what you think is right or interesting, while most of the professors have never worked in the free market and 60-80 percent of what you memorize there can be immediately forgotten as just get your degree.
Now I am a relatively successful full stack web developer. Knowledge began to acquire only 4.5 years ago (at the age of 32) and completely from books and online courses (Lynda.com, pluralsight.com, Symfonycasts.com, Udemy.com). And I began to study it all of my own free will and based on my personal interests. At that time, I was running a political blog and wanted to technically improve it. Later, I realized that you can’t make money with blogs and started selling the acquired skills as a freelancer two years after I started studying web technologies rather relaxed, that is, since 2016. And immediately began to earn more than ever before by profession (wind farms and solar panels). At the same time, since then he has always worked as a freelancer from home. Last year I made a website for the most hipster and well-known start-up (pseudo) incubator in Germany (https://event-spaces.factoryberlin.com ).
That is, if you want to become an information security expert, become an ethical hacker. To do this, the first thing you need to learn English. Since for this you need to know by heart the operating systems that you are going to protect (Linux, Windows, Unix, MacOS) and you cannot learn these systems without English. At least at the level of a good expert. Then you need to know the technology of networks. Also English.
For learning English, I can recommend Lynda.com. There is no better way to learn English than by watching technical video courses on Lynda.com. All courses on Lynda.com with English subtitles. That is, by listening and reading courses, you also train your ear. And not understandable words can be translated on Multitran.ru. At the beginning, it will certainly be very difficult, but after a couple of months, if not weeks, you will notice serious results. If you learn English, you can switch from Lynda.com to Udemy.com or other more specialized platforms or just books.

I offer St. Petersburg or Moscow universities. And while studying, do as much as possible on your own. A diploma is just a piece of paper that will not even be looked at when applying for a job. Knowledge and skills are important.
