It all depends on what you want to implement.
In the same Adobe Animate, it is possible to make canvas projects and at the output you will get an html page with canvas and js code. Of course, there will be many problems here - for example, the rendering of a vector is not the same as in flash. But all this can be somehow corrected.
Although personally I had more problems with finding good documentation. In contrast to the same flash documentation and training materials are less. But here, as I wrote above - it all depends on your goals and needs.
