they are usually called IT people, and they live mainly in their usual environment - on forums. they open entire branches related to certain topics - probably, this number includes the blockchain.
Does it make sense to make a separate chat / forum / site for each bunch?))

not in ru-space. All normal and adequate sit on English-language resources.
It is even strange to write about such obvious common truths.
