Are there alternatives to Twilio that have an API for calling subscribers' numbers?

I will specify the question:
Twilio has the ability to send an API request from its script, consisting of the number of the subscriber to whom the call will be made and the text that the robot will read to him when he calls. Thus, Twilio calls the subscriber and reads an arbitrary text in quite sane Russian.
But there is one downside. 1 minute of a call to the Russian Federation on mobile costs ~ 7 rubles.
Tell me, please, if you know any alternatives with similar functionality and with a lower cost of a call to mobile phones in the Russian Federation?

Look at Nexmo, https://www.nexmo.com/pricing/ it seems to be about 2p a minute.
A good API allows you to adjust the speed, there are greetings, reads tolerably in Russian (m / f)
