Everyone knows that there are payment aggregators, but they only have the ability to make refund transactions. Question: is there something like payment aggregators, but those that allow you to pay users an arbitrary amount once a month (for example, through an affiliate program)? It is desirable that there be a sane api for automating payments.
It seems like paypal allows you to do this, but the withdrawal of money in it is only to American banks. If anyone has experience with these payments, please share.

Liqpay allows this. You can withdraw it anywhere, the API is sane, but it only works with CIS bank cards.

Paysto has such a paymentgate thing. You can withdraw to the bank and to the card and in electronic currencies.
