If I write social network and there users register under their full names, do I fall under the law on personal data?
And if I do not check their full name in any way? And can Petrov register as Ivanov? Whereas?
If I just bring the site to Ukraine, will Roskomnadzor block it for violating this law?

Нет, персональные данные позволяют точно идентифицировать человека, а с таким ФИО могут ещё быть люди. Вот ФИО + номер паспорта это уже персональные данные. ФИО + адрес прописки и т.д.
If you collect only your full name, then this is not PD. Full name + e-mail can already be interpreted as PD. Full name + phone number - 100% PD. Combinations of data can be listed for a long time.
If you process only those PD that are necessary for the purpose of processing (in this case, registering a user and creating a personal profile for him, providing social network services, etc.), then there should be no problems in meeting the requirements of the law.
If you take the site abroad, but process the PD of Russians, then you still have to store databases with PD on servers that are geographically located in the Russian Federation.
