It is necessary to separate rpm-base operating systems
ru.wikipedia.org/wiki/RPM
and deb-base systems
ru.wikipedia.org/wiki/Deb_%28%D1%84%D0%BE%D1%80%D0...
They are are not compatible because they have a different package structure and are managed by different package managers.
It is also necessary to take into account the version of the distribution kit. Even for one distribution, packages for different versions of it may not be installed, since certain dependencies are required (for example, a package for debian6 is trying to install on debian7).
And of course, do not forget about the architecture: x86 or 64-bit architecture.
Ubuntu yes. It is based on Debian. Mint respectively too. Fedora is not.
Theoretically - it is possible (as already answered, only between deb-based), but not recommended. There is a difference between the repositories of different distributions, and it can lead to incompatibility of some applications / libraries, and as a result, unstable operation of the OS.
If you already connect the repository from Debian, for example, to Ubuntu, you should remove all unnecessary repositories before the next system update.
