Are the ads that ISP embeds legal?

Good day!
Using the Tele2 operator, I found that they insert ads (even without targeting, just political ads) on sites that do not use ssl (yes, there are still such). I want to ask if this is legal and if there are similar problems with other operators.

No, not legal. Make a statement, preferably take traffic dumps from Wireshark. Make everything up to the last point. File a police report. And chew both the mechanism and the damage done to you. The problem is that our courts do not want to accept these "pranks".
