Are outbound links that are closed from indexing taken into account?

Quite a long time ago I installed the wp no external links plugin on my wp blog.
The task of the plugin is to hide outgoing links from the site using:
1) 302 redirects;
2) rel="nofollow";
3) tag<!--noindex--><!--/noindex-->
.
It would seem that the problem with links is solved, because in theory everything works.
However, despite this, the megaindex still considers them outgoing:
https://ru.megaindex.com/outlinks/oblomow.ru
Now I have enabled address hiding in the same plugin (which is already visible on the screenshot), but I'm still a little puzzled by the situation .
And how do you close links and close them?

Are you hiding spam links? If yes, then nofollow is enough. Megaindex is not a search engine, you should not pay attention to non-authoritative services.
If you hide non-spam links, then this is generally a useless exercise, since they do not have a negative impact on rankings.
