In the cinema, they shoot everything with a frequency of 60 frames from this and the smoothness of the picture?

Movies are shot differently.
24 frames / s was on film, but they have been shooting digital for a long time.
Some films are already shot at 60 fps (for example, The Last Hobbit).
If your video scrolls somehow abruptly, then this is not a matter of frame rate, but something else.
For many cameras, this is 30 frames per second. (most likely, the standard came from America)
