Hello.
Situation: in the city there are 30 law firms, 5 notaries + small firms that are engaged in the return of rights, and so on. The city in the Far East is 150 thousand.
Only two offices have sites of extremely low quality, + some of them are hosted on Avito.
Idea: to make a professional portal where to place information about these offices, lawyers, their services, cases, add reviews, position, and so on. So that we are the first in the search, plus give outdoor advertising so that people know about us.
Monetization: take 5k from the offices that they are placed with us + add a feed of paid ads.
Advantage: I can go around all the offices and try to convince them that the Internet can give them clients

First, walk around such offices and talk about their problems and needs. And only then draw conclusions about the need for a local portal.
As for me, you need to be placed in those channels that attract customers. A simple site of "low quality" and ads on Avito may be quite enough for them. Placing on some portal with a penny audience is not about attracting customers.
Make a directory of lawyers, but look. They will definitely pay for 1 month (if your language is hung up), then it will depend on whether you can bring them a lot of clients or not (although I doubt that there will be many requests in Yandex for 150 thousand people in a city, stretch marks are ineffective for me on such a narrow topic, these are not products, not furniture and not plumbing, though this is my IMHO).
In general, prostitutes in Yandex are searched 10 times more often, and they are sometimes ready to pay in kind for posting a profile. I'm not implying anything, just thinking out loud.
Instead of asking people who know nothing in this area - conduct analytics, do surveys, try.

Step 2. What will the service give to law firm clients?

And here you need an answer to step 2. You will have to explain how you will attract at least 5,000 visitors to this site, how to motivate a visitor to apply for legal assistance through the service, or it will be just information. playground?
Money pays for a specific value, right? What will the company get for its 5000 rubles. (per month? or once?): people's attention, a call, a contract for a service... For a simple accommodation - it's too expensive and doubtful.
After it becomes clear what you are ready to give them, the prospect will begin to clear up. Next, it's worth considering this question: "How do people find out about law firms in the city? How do they access their services?". After all, they can simply all be in the same business center or district, everyone knows about it and no platform is simply needed.
For example, in Mytishchi, Moscow Region, there is a city court, next to it there is a building where almost all the main lawyers of the city sit, I know everything about this and this is logical. A small part of them are scattered around the city and now they need to declare themselves somehow. There are 250-300 thousand people in the city - I don't remember exactly.
