How to implement an idea?

There is a concept of a completely new service in the field of finance. The so-called fintech project is a useful addition to the existing financial infrastructure.
Does it make sense to meddle with this somewhere - crowdfunding, some kind of startup incubators, maybe idea contests, etc. etc.?
Intuitively I understand that - no. But suddenly something has changed in the world, what if the country is again looking for talents?

Nobody needs your idea by itself - there are two of the same ideological people with completely new concepts on each bench. And your idea probably came up with at least a couple of hundred other people.
Those who do something are appreciated. What have you already done?

As already mentioned, you will not patent the idea and you will not stake it out for yourself in any way. If these are some specific developments / technologies, then it is still possible, but in the case of just an idea or a new approach to something, it is unlikely.
There is no point in going with the idea somewhere (to investors, to accelerators, etc.), you will be upset once again.
Crowdfunding sounds encouraging, but in fact, the probability of attracting something there also tends to zero (unless you are looking for a gadget for geeks or another "cult" toy).
I would do this:
1. I checked my idea, whether it is needed by someone. I would interview several dozen people who are engaged in what your idea relates to, and if at least 25% -30% of the respondents listened with great enthusiasm and said that “it would be cool”, then I would move on to point 2.
2. Armed with confirmation of my assumption about the need for the product, I would estimate what is the minimum team I need to develop the most minimal useful product. That is, a prototype that will already be able to be useful, so far without any bells and whistles.
3. Having understood what kind of team is needed (let's say one programmer and one financier or two programmers, etc.), I would start looking for appropriate people who see the potential in my idea and want to join. You can search on various sites dedicated to startups, all sorts of telegram channels, VK groups, etc., in general, I would show up everywhere.
3.1. If I find a team, then I do an MVP, I give it to those people who at the very beginning saw the benefit in such a product, I get the first feedback from them, and already with this work done I go to investors or accelerators or somewhere else where it will be possible attract money and find a way to develop.
3.2. If I don’t find a team, then I decide for myself whether the game is worth the candle, and if so, then I try to implement the prototype myself. Or his likeness. Anything in any format, just to generate the value that the product should give.

You need to meddle with something already working, ideally already with clients. Judging by the question, there is only a hypothesis, which is not supported by anything.
