Are certain programs not working?

CS:GO doesn't work on my friend's PC. Moreover, the game starts, but it does not go beyond the interface. No mode works.
Specifications:
Hardware:
Intel Core i5-34XX
AMD Radeon HD 77XX
4 GB RAM
Software:
Windows 7 Professional 32-bit OEM

We tried everything we could. And the game was reinstalled, and DirectX and OpenGL, but all in vain.

It's probably worth installing the 64-bit version of the environment.

The first reason is lack of memory.
On 32-bit systems (if this is not a server with PAE, but then the driver is a bummer), programs have access to a maximum of 2 gigabytes (more with reservations, but in practice even less) but less than 4 GB (minus the amount of video card memory, you have 1 GB)
The second reason is drivers (how did you rearrange opengl?)
ps people say that they ran in similar configs like that, they can play around with the settings, close unnecessary applications, etc.
