Are broken sectors recovered by data recovery companies?

You need to look at the disk, or give a clarification of which sectors you call "broken". Something can be re-read with a native block of disk heads by connecting it to professional equipment. Something can be re-read after the transplantation of donor heads, which are known to be 100% serviceable. Something will not be read under any circumstances.

If you know for sure that the problem is in unreadable sectors, then you now need to put the disk aside and not even turn it on. If your diagnosis is correct and you do not aggravate it by independent attempts, then the chances of recovery are very high and the price should be low.
The main thing - do not fall for the bait "data recovery from 1500/900/500 rubles" and contact a company that deals only with data recovery, no "computer repair" and similar "programmers".
