Arduino compatible board with 5V IO?

Are there Arduino 5v compatible boards with full Jtag Usb?
You need to use Spartan Edge Accelerator Board - Arduino FPGA Shield with ESP32, their documentation says:

The SEA shield's IO voltage is 5V, and the FPGA's IO voltage is 3.3V, so we made a voltage divider to make the IOs voltage compatible.
