If for yourself personally, then aliexpress search for the keywords "Water Flow Sensor Switch Meter Counter Hall Sensor Flowmeter". There are different sensors for "accounting" for water (liquid), the price is from 3 dollars and more.
About electricity. It is impossible to interfere with the electric meter circuit, it is sealed. Google, there are circuits that take readings by reading the "flashing" of the LEDs on the electric meter. If you need it for yourself, then it’s better to purchase a meter and install it at the entrance to your apartment, naturally after the meter of your energy company. Here, connect to your electric meter in any way you like, and get the data you need. Alternatively, you can try using a so-called "current sensor" such as the ACS712. By measuring current and voltage, calculating consumption based on these parameters, etc., you can try to solve your problem.
