Archiving to self-contained volumes

Is there any software that allows you to archive (with compression) large amounts of data (600-700 gigabytes), while creating separate, self-sufficient archives (for example, 1-2 gigabytes in size), and not just one archive divided into separate files , which can be unpacked only having all its parts.

Key word here: self-sufficient. That is, so that each of the elements of this large archive can be unpacked without problems, without having its other parts.

Well, firstly, it is not clear how you can self-sufficiently archive a 4ga file, split into 2, so there will always be incomplete files on the boundaries of the archive volume.
If so, then the answer suggests itself: RAR, with the “split into volumes” parameters, WITHOUT the “continuous archive” parameter (compression will be worse, but it will work as stated in your problem)
You can also add information for recovery, I I understand that you need it in order to write an archive to optical media. I use this solution myself, once every 5 years I archive it for optics.

A script can be written that collects one batch of files, and archives when the size limit is reached.
