Application + Game, what to choose for implementation?

The task is to develop an application with a local database (the user himself creates themes and writes content) into which a 2D game will also be built.
Here are the questions:
1. Is it possible to implement this with only Unity or Godot?
2. Is it possible to make a bunch of Android Studio and Unity / Godot, and make it work as a single application?
3. Could it be easier to do all this in Android Studio?

Give advice, who knows what.

ps this is the first such experience, previously I only wrote web parsers in python
pps you don’t need to send freelance, I want to do everything myself, there is plenty of time (probably it seems so)

you can forget about godot. Here one of two or unity or android studio. But there is more information about android about the database, and creating a game in the studio is not so difficult.
