Apple AirPort Extreme 5th gen - Wifi country change?

I have an Apple AirPort Extreme A1408 from the USA (I see only states in the list of countries for wifi in the utility).
Accordingly, only 11 channels are available for 2.4. I want to use channel 13. Software version 7.6.4.
Is it possible to reflash the subject to use European channels? Physically, he can work at 13.

No, you cannot upgrade AirPort to European channels. Apple does not publish such data, but it is obvious that the chip is the same in both cases, which means that restrictions on which channels can be used are imposed programmatically through 802.11d.
