Looking for the program from the question. Should work when the phone is locked. Is there something like this on WP8?

Looking for a run. Settled on Endomondo (There is support for any sport, including walking or "walking").
The functionality is really wide, you will like it.
Works when locked. If desired, there is a voice notification of the passed.

sometimes I use Runner on vp7, but it is buggy in places ...

For WP7, there is an application - SportsTracker, similar to endomodo.
I don't know if it's on WP8, but the app is good.
