Generally speaking no. An API is an external interface provided by a system. By "interface" I mean here not the user interface, but the technical interface. REST, SOAP, RPC, etc. can act as such an interface. It can also apply to libraries and program modules. In general, the term API has a very broad meaning and the only thing related to the database is that the database also has an API (for example, ODBC / JDBC).
