API goo.gl: limits. Why is the limit triggered after a few hundred requests?

Problem with goo.gl API.
Google says the limit is up to 1,000,000 searches per day.
I made a couple of hundred requests, after which he stopped shortening links, or rather shortens 1-2 out of 50.
What could be the matter?
