Hello. There is a purely client application, I want to connect it with the server (synchronization of settings, statistics, etc.). I don’t really want to write documentation myself, I don’t really want to make bicycles. Can eat any ready decision? Thank you.

No one can make a request for you.
Sending a request is very simple - there is no need to “ask” for someone.
And parsing the request is XML, JSON.
I don’t see the point in looking for an “engine”.

I usually write APIs in Yii, it's convenient, fast and flexible.
