Apache Tomcat 9.0 won't start?

This is not the first time the problem has arisen. After reinstalling nothing has changed.

Immediately after installation, Tomcat works, but it is worth stopping the work once, then it can no longer be started.

This is what I get when I run startup.bat

Another cmd appears for a second and immediately disappears.
A similar scenario if I run through the interface:

The progressbar opens and somewhere in the middle it just disappears.

I read a lot of similar questions, I did not find a sensible solution anywhere. All that is advised - uninstall and reinstall. But it didn't help in my situation.

I never understood why to install it...
Just download the zip archive, unzip it, run it.
Check that you have java and that JAVA_HOME is set to the correct value.
