Apache ignoring 301 redirects?

You need to redirect the Cyrillic URL to Latin.
For example:
site.rf/url1.html to site.rf/url2.html
I write this in htaccess:
Redirect 301 /hereEncodedRussianUrl.html http://encodedRussianDomain.xn--p1ai/url2.html
But for some reason this particular code does not work . The rest of the rules in the file are processed by the rules.
