Any ways to optimize oracle db?

Good afternoon, I'm just a small fry from the processing of one of the top 20 (below 10) banks according to the moods.
Due to the fact that the admins of the database, oracle generally do not care that oracle crashes stably at least once a week (and the guys who get alerts from zabbix wake up everyone who is little by little connected with this and picks up the phone at night (i.e. including me)), then I would like to deal a little with this issue.
I am not a database architect and do not pretend to be, I just write not very complex queries in the database, nothing more, so I ask you to get rid of the arrogant tone of my mom's white people and ask for your help.

I noticed that we just have a huge bunch of reports that make queries to the database, and, as I think, this is how they load the database. Is there any monitoring tool or any good practice optimization tips you can recommend? Maybe the problem is not in a huge pile of reports that make requests for thousands of rows astonishingly, maybe you have some other hypothesis. I will be glad to hear your opinion, as well as advice, thank you.

It is quite possible to execute reports on a read-only replica, for example (I speak from postgres experience). But in general it is strange that DBA is not given a cap for problems with the database ...
