Android tablet as the basis of car-pc?

Greetings readers!
I am an avid motorist and a guest of all traffic jams. I have on board a simple radio with navigation (Prology MDN-2410), in which, apart from a bunch of other shortcomings, there is no access to information about traffic jams. And you can not connect a GPRS modem to it.
The idea of installing a more sophisticated computer in the car has been ripening for a long time. I am considering the possibility for these purposes to adapt a tablet with Android and GPS, of which there are now in bulk on all Chinese sites. But here's the problem: I couldn't find an FM receiver in any copy, but I need it in the car. The ability to connect an external FM (TV) tuner raises big doubts (drivers).
I would also like a more or less tolerable sound path. I heard that in Chinese tablets there are problems with this.
Any advice on where to look? Or can it turn into a completely different steppe?
PS: earlier I planned to make a car-pc from an inexpensive netbook. But after buying everything you need, the price of the device will exceed 25tyr. And there are also problems with the software: normal navigation software exists only under WinCE and Android

A new such tablet costs 13.5 tons in a company salon, a used one can be taken for 9-10 rubles
This tablet also has a cheaper Belarusian modification, but it is worse in terms of characteristics (resistive screen and processor are weaker)

Hm. Look towards the Toshiba ac-100 and screwing the touchscreen onto it. That's the trouble with FM, really.

The same idea is coming up. Only want to use iPad2. We leave the radio tape recorder as a sound amplifier (the radio tape recorder is needed with an audio input). You can use a Chinese scanner for 100 rubles as a radio, it catches well and the sound is tolerable for the radio. There are auto-holders for the iPad, after the jail there is all the necessary software and much more than necessary. And there is nothing to talk about the convenience of working with your fingers on a tablet than on a small phone. But that's just my choice.

And how dense is 2G / 3G traffic when using Internet radio? Does it make sense to look for options for connecting a piece of iron with an FM receiver, if the coverage area of the cellular network is actually much larger than the coverage of the FM signal, and the range of Internet stations is wide enough and allows you to listen to your favorite wave even in another city without changing frequencies?
What was the end result of these ideas?
I'm sorry, so many questions...

right away with gps/tv/fm, though I don't know about the audio path at all.
here is a selection of actual tablets on MTK 6573/6513 - the processors are almost identical, except that 73 has 3G (WCDMA) and 13 only GPRS
