Android application - launch strategy after an unsuccessful soft launch?

There is a ready-made mobile application for Android. Two weeks ago I published it in Canada (soft launch), now I will publish it in the public domain in the near future. As far as I understand the "new app" has certain advantages in Google Play and it is important to quickly gain the number of downloads with good ratings. There were very few downloads in Canada, I tried advertising on Facebook (the purpose of installing the application), but it did not work.
Now the actual question: Will these two weeks without downloads be a negative factor for the "karma" of the application in google play? Will the application lose the status of "new" if I publish it all over the world and users go. If yes, then you can hide this application and publish a new one, now only a few beta testers use the application.
