All freelance exchanges are almost the same. They have the same people as on other exchanges. You, too, have the right to choose a customer, as he does you, so strange requests (like the one you set as an example) must be ignored. Everything is simple :)

I can advise odesk if English is ok. I somehow did not work out with the Russian exchanges. The bourgeoisie also has RAC and freelancer.com (former getafreelancer) but there are no (or few) hourly jobs and the public is less adequate. RAC still takes more interest. freelancer.com - it will be cheaper if you buy a pro.
It is quite difficult to start - customers look at history and if there is none, but you have to stand in line with the Indians, who are not childishly dampening. I can advise in the beginning, somewhere in a month or two, to make simple and cheap projects, until the history of reviews is typed. Simple - if you run into an inadequate customer (there are a lot of them on the exchanges), then not for long. Cheap ones - which ones they will get :) In applications, write briefly but succinctly, scribbles like “I will do everything, quickly and cheaply” do not channel - there are a lot of robots on the exchanges and sane customers do not like them. I usually briefly describe my vision of the solution and ask questions or praise for a good description, if there are no questions :)
Then, with history, you can raise the price and look for regular customers. Or enter into the studio - as the soul lies.
Money is also not easy. The best way is Payoneer or PayPal, but the money comes to hand at best in 2-3 weeks or WU, which is expensive. There are other ways like Pyaoneer through the map, but they are less common. And of course you need to get a card - another 2-3 weeks.
It turns out that the entrance to freelancing is long - 2-3 months to receive at least some money. At the same time, you need to plow much more at the beginning than later. And emotionally it's hard at first - a lot of failures, a lot of idiotic demands like making Google for a penny, a lot of misunderstandings and conflicts.

weblancer.net is a good exchange, sometimes you can catch something on freelance.ru. But at the moment, objectively free-lance.ru is the best of the Russian exchanges. For the last year I have been working only through her - I am quite satisfied with the number of orders and their quality. If without fanaticism to work 20-30 thousand, an average web programmer fills it calmly. If you are a guru, or just extremely hardworking, then you can do more

If you are a good specialist, send letters to the web studios you like, work with them remotely. At least fix your financial situation, and then in a year you can return to freelancing if your laziness does not allow you to work in office mode. :)
