Anchor links in iframe on Windows Phone?

The question that has been tormenting me for the third day in a row is why anchor links do not work in Windows Phone on Windows 8.1? They work absolutely on all desktop and mobile browsers, except for the Windows Phone browser.

Menu on the left, relevant content displayed on the right. If you go from the menu to the evtwalk, pe_view or csvdx pages, you can see these anchor links.
Another thing that confuses me is that if you open a page with anchor links in a separate window, without a frame, then everything will work fine.
It turns out that the problem lies in the area of ​​the tag?
Javascript in this case perfectly solves the problem, but the client categorically forbids its use. So a pure HTML solution is needed.
