Analogue of Split payments in Russia?

There is an application project platform by the type of online services, two types of users, we will conditionally call Beavers and Bears. The Beavers make a payment to the Bears, and the Site takes a commission from this payment. It is not entirely clear how best to implement this in practice. As far as I know, there are split payments in the West ( https://developer.flutterwave.com/docs/split-payment), is there something similar in Russia?
I see options:
1) Beavers transfer the payment to the Site to the current account. The site takes its percentage and transfers the balance to the Bear's account. In this option, it turns out that the Site must pay the tax to the state from the entire amount.
2) Use split payments, that is, initially divide the transfer into 2 parts - the Platform and the Bear.
In either of these two options, you will need to be certified for PCI DSS, since you will need to store the Bear card data in the database. Is there a way around this? For example, to receive card data and store it on the side of the payment system, and not on your own?
