Analog Panoramio - a problem with the map

The task is to display your own layer with photos on the map, which changes when the map is enlarged or reduced - very similar to what panaramio does.

The option to use markers through api disappears by itself.

It is already clear that on the server side you need to generate tiles 256 by 256 pixels with photo previews. From this example , it became clear how to apply these tiles. But there is a main problem - how to handle mouse events when interacting with overlay photos.

I would be grateful for any ideas!

The decision to display photos as another layer of the map is wrong in my opinion.
It is not clear why immediately "The option to use markers through api disappears by itself."
if, due to the fact that there are a lot of pictures, then here on Habré a description of the marker library manager for google maps slipped through, there was also clustering, as in a panorama, that is, if at a given scale there are too many photos in one radius, then only one is displayed, let's say with the highest rating, and when you increase the map in this place, you can consider the rest.
