Analog Feng Office CE

Project management

I use Feng Office Community Edition as a project management system, setting tasks and other “office” work.
Suits everyone except for the slow development of the project (but this one is not critical) and a large number of bugs (which to edit - write a new system).

Maybe someone knows worthy analogues?
Requirements:
- Installation on your server;
— Sane and usable design (not only technical specialists work with the software, but also other employees);
- Desirable mail client and file sharing;
— Free or no more than $5 per user.

Do not offer Jira :)

Look at redmine, but there is no mail client there
