An object running on the desktop in win, how to do it?

Maybe someone remembers, there was such a joke back in 2000 and on XP Windows some kind of living creature ran around the desktop, and ran along the program frame, when it ran to the end, it fell on the frame below.
So the question is what you need to read in C ++ in order to implement the same.
