An inexpensive Wacom Cintiq replacement?

Task: find a way to draw on the screen.
Why: Using a displayless graph tablet is not very convenient due to the gap between what you see and what you do.
Problem: Tablet monitors (Wacom, Huion, etc) are very expensive, and drawing with a stylus on a touch screen is a dubious pleasure.
Are there adequate solutions to this problem? In my opinion, it should be some kind of Tablet PC with a special screen and / or pen.

The MS Surface series comes with a good stylus, even WACOM in my opinion.
Look at Lenovo transformers, from the X series.
