An environment for developing an interactive structural diagram of an automated process control system?

There is a complex integrated automated control system. About a hundred functional racks, about 40 km. cable.
There is a task to develop a detailed structural diagram of the system for staff training.
Requirements:

  • good rich graphics
  • interactivity - drop-down blocks with explanations or substructures
  • accessibility of viewing for an inexperienced user
  • viewing under Windows

The possibility of organizing a multi-level hierarchical structure is desirable . That is, the general structure, the detailed structure, the power structure, the division into rooms, and others.
The obvious solution is Adobe Flash.

Are the same Visio tools not enough?
There you can make interactive links between objects, sheets, etc.
Export the result to the same PDF ...
