An Android or Windows program for organizing electronic documents?

Good day.
I am looking for a convenient software for Android (to a lesser extent for Windows) for organizing the storage of instructions and manuals. PDF format, rarely saved HTML page.
Requirements:
Search not only by title, but also by text in documents.
Ability to create / open tree-like lists / folders by type Video surveillance - DVR or NVR - Company name ... - model - document
P.S. I go to places where there is simply no network or Internet, and I'm tired of printing manuals every time.

I accidentally stumbled upon a similar program, although the author seems to no longer support it.
